These Terms of Use (the Terms) govern your access to and use of the website of The Hanover Institute for Public Policy (the Institute, we, us, or our) at hanoverinstitute.com and its subdomains (the Site). By accessing or using the Site, you agree to be bound by these Terms and by our Privacy Policy. If you do not agree, please do not use the Site.
1. Acceptance and eligibility
By using the Site, you confirm that you are at least 13 years old and that you accept these Terms. If you use the Site on behalf of an organization, you represent that you are authorized to accept these Terms on its behalf.
2. The Institute’s content
The Site publishes research reports, data, charts, and related material for informational and educational purposes only. Nothing on the Site is legal, financial, medical, or other professional advice, and nothing on it should be relied on as such. The Institute presents data and the methodology behind it; it does not make recommendations or take positions on legislation, policy, or candidates.
3. License to use the Site
Subject to these Terms, the Institute grants you a personal, non-exclusive, non-transferable, and revocable license to access and read the Site and to download or print individual pages for your own non-commercial research, educational, or journalistic use. All rights not expressly granted are reserved.
4. Citation and attribution
You may quote and cite the Institute’s published research with clear attribution to The Hanover Institute for Public Policy, the report title, and a link to the source page. When citing a figure, retain its original source and any stated caveats. You may not present the Institute’s work in a way that misstates its findings, removes its caveats, or implies that the Institute endorses any person, product, organization, party, or cause.
5. Reprint and reuse permissions
Reproducing a report in full, or republishing a substantial portion of the Institute’s content, charts, or data, requires prior written permission. Requests may be sent to info@hanoverinstitute.com. Any permission granted does not transfer ownership and remains subject to the attribution requirements above.
6. Prohibited conduct
You agree not to: impersonate the Institute or misrepresent your affiliation with it; interfere with, disrupt, or place an undue burden on the Site or its infrastructure; attempt to gain unauthorized access to any system or data; reverse engineer any part of the Site; or use the Site to violate any law or the rights of others. Lawful indexing of public pages by search engines and similar services is permitted.
7. Intellectual property and trademarks
Except for material attributed to another source, the content on the Site, including its text, reports, charts, design, and code, is owned by the Institute or its licensors and is protected by copyright and other laws. The Hanover Institute for Public Policy, its name, and its logo are marks of the Institute and may not be used without permission. You may not remove or alter any copyright, attribution, or other proprietary notice.
8. Third-party content and sources
The Institute’s reports cite and link to third-party sources, datasets, and websites. Those materials remain the property of their owners and are subject to their own terms. The Institute does not control and is not responsible for the content, accuracy, policies, or practices of any third-party source or site.
9. Research data
Where the Institute publishes the data behind a study, your use of that data is subject to these Terms and to any additional terms stated with the dataset. You may not attempt to re-identify any individual from aggregated data, combine it with other sources to do so, or use it to make claims about any individual. The Institute’s data is descriptive and aggregate by design.
10. Your submissions
If you send the Institute feedback, questions, or other content, you grant the Institute a non-exclusive, royalty-free, worldwide license to use and act on that content for its operations and research, without obligation to you. Do not send content that is unlawful, infringing, confidential, or that you do not have the right to share.
11. Disclaimer of warranties
The Site and its content are provided “as is” and “as available,” without warranties of any kind, whether express or implied, including warranties of accuracy, completeness, merchantability, fitness for a particular purpose, and non-infringement. The Institute works to ensure its figures are correct and sourced, but does not warrant that the Site will be error-free, secure, or uninterrupted.
12. Limitation of liability
To the fullest extent permitted by law, the Institute and its officers, employees, and contractors will not be liable for any indirect, incidental, special, consequential, or punitive damages, or for any loss arising from your use of, or inability to use, the Site or its content, even if advised of the possibility of such damages.
13. Indemnification
You agree to indemnify and hold harmless the Institute and its officers, employees, and contractors from any claim, loss, or expense, including reasonable legal fees, arising from your misuse of the Site or your violation of these Terms or the rights of any third party.
14. Copyright complaints
The Institute respects intellectual-property rights. If you believe content on the Site infringes your copyright, please send a notice to info@hanoverinstitute.com with the information required by applicable law, including identification of the work, the material at issue, your contact information, and a statement of good-faith belief.
15. Governing law and disputes
These Terms are governed by the laws of the United States and of the state in which the Institute is established, without regard to conflict-of-law principles. You agree to the exclusive jurisdiction of the state and federal courts located there for any dispute arising from these Terms or the Site, except where applicable law provides otherwise.
16. Changes to these Terms
The Institute may update these Terms at any time. Material changes will be reflected by the “last updated” date above. Your continued use of the Site after a change takes effect means you accept the updated Terms.
17. Entire agreement and severability
These Terms, together with the Privacy Policy, are the entire agreement between you and the Institute regarding the Site. If any provision is found unenforceable, the remaining provisions stay in effect, and the Institute’s failure to enforce any provision is not a waiver of it.
